Heavy! New regulations on quality and safety management of power equipment issued

With the development of China’s power industry, the power equipment manufacturing industry has accelerated its growth. However, under the situation of overcapacity, rising costs and increasingly fierce market competition, some enterprises compete at low prices and low quality, cut corners and shoddy goods in order to obtain illegal profits, resulting in quality and safety accidents of power equipment and seriously affecting the reliable supply of power.

On April 6, the State Administration of market supervision, the state owned assets supervision and Administration Commission of the State Council and the State Energy Administration issued the guiding opinions on Comprehensively Strengthening the quality and safety management of power equipment products (hereinafter referred to as the Guiding Opinions), which proposed to vigorously promote the modernization of governance capacity in the field of power equipment and promote the high-quality development of power equipment industry.

In order to actively implement the new energy security strategy, comprehensively strengthen the quality and safety management of power equipment products, effectively standardize the order of power equipment market, and effectively ensure the safe and stable operation of power system, the guiding opinions put forward four basic principles: problem orientation, departmental coordination, data empowerment and social governance.

The guidance clearly states:

We will focus on the product fields of wires and cables, transformers, switchgear, combination appliances, disconnectors, circuit breakers, photovoltaic inverters and combiner boxes with frequent quality and safety problems, and strive to prevent systematic, regional and industrial quality and safety risks.

The guidance also lists five measures to further strengthen quality and safety supervision, including strengthening quality supervision of power equipment, effectively preventing safety accidents of power equipment, implementing classified management of quality and safety risks of power equipment, carrying out quality and safety traceability of power equipment, and strengthening information sharing and supervision coordination.

It is highlighted that relevant industry organizations and key user enterprises are encouraged to use Internet of things, big data, artificial intelligence and other technologies to build a power equipment quality and safety risk monitoring platform, comprehensively collect risk information in power equipment manufacturing, procurement, installation, operation, upstream and downstream markets and public opinion, and effectively connect with the dynamic supervision, command and dispatching of industrial product quality and safety.
